refactor(panel): extract quota row candidate selection (#460)

Move provider quota preference ordering and Cursor fallback construction into the existing pure PanelDisplay module. Keep canonical identity resolution, localization and all configuration/effects in QML.

Update direct and executed adapter regressions and the development ownership guide. User behavior, catalogs, schema, usage guide and TODO remain unchanged; the unresolved exhausted-quota parity comparison is preserved.
