Report missing optional KDE modules without hiding runner failures. Check the exit code first and skip per-test initialization so unavailable modules do not leave methods running against an invalid component.

Verified2727eb9 against614b8ad: local failure/skip regression, real missing-module behavior, strict KDE make check (898 QtTests and71 Python tests, no skips), and green CI34393493528 including package/smoke/panel matrix. Codex's finding was fixed and its re-review completed without further findings. Development documents the skip policy; widget behavior and TODO are unchanged.
