## Message

```
fix(panel): keep visibility rule editor following external changes (#267)
An interactive pick in the condition combo or a typed threshold severs
the controls' declarative bindings, so the advanced panel visibility
editors stopped reflecting external cfg_panelVisibilityRules changes
such as the restore-defaults action on the General page of the same
configuration dialog, contradicting the section summary. Re-install the
bindings after the interactive writes, as the quota lane combo (b52bf5f)
and other settings pages already do, and pin the behavior in
tst_panel_rule_editor with the imperative-write-plus-signal simulation.
```
