feat(diagnostics): add copyable offline support reports (#468)

* feat(diagnostics): add copyable offline support reports

Collect bounded offline environment and CLI facts, preview a redacted allowlist, and copy an issue-ready report. Keep raw provider diagnostics separate and preserve existing inspection actions.

Documentation: update usage, README, changelog, translations and the bug-report form. TODO parity entries are unaffected; the provider-list contract was verified on official CLI 0.67.0 and 0.73.0.

* fix(i18n): refresh diagnostics translation template

* fix(diagnostics): allow bounded probes to finish cleanup

* fix(diagnostics): keep report errors and overrides accurate
