statusNotificationKey lost its last runtime caller when the decision moved
into the module; only the static assertion kept it alive. The assertion now
pins provider scoping on NotificationMemo.statusMemoKey, where the rule
actually lives.

AGENTS.md gained a sentence about the status baseline surviving a memo
reset without the matching update to TODO.md, which it mirrors.
