* test(normalizer): reproduce malformed status URL failure

* fix(normalizer): reject malformed status URLs

* test(normalizer): fold the malformed status URL case into its nearest check

The structured status URL regression belongs beside the existing host policy
test, which already builds the same fallback. A separate file duplicated the
setup and added another qmltestrunner process for one assertion.
