fix(costs): stop quota-week iteration at stalled local dates (#583)

Qt can resolve a nonexistent midnight back into the preceding day, leaving calendar iteration stuck. Reject that window while preserving newer valid weeks. Add timeout-bounded timezone regressions and update usage, development, and Unreleased documentation; no parity TODO item is completed.
