refactor(panel): rank the panel incident with the shared severity order (#438)

primaryIncidentProvider kept its own copy of the incident severity ranking
that NotificationMemo.severityRank already defines for notifications. The
panel badge now uses the shared ranking, so both surfaces order incidents
the same way.
