fix(popup): reveal truncated quota and chart text (#557)

Add plain-text hover tooltips for quota titles, reset descriptions and provider chart headings. Retain realistic adversarial fixtures and exercise narrow layouts, optional fields, Unicode, extreme values and bounded collections.

Documentation: update popup hover behavior, stress-test coverage and Unreleased notes. TODO is unchanged because this fixes existing frontend presentation without implementing a tracked parity feature or changing a CLI contract.
