Fix inverted popup heading hierarchy and empty meter states

Rendering the popup on a live Plasma session surfaced four presentation
defects that static checks could not see.

Kirigami.Heading only sets Font.DemiBold for Type.Primary, so every
section heading rendered at Normal weight while the metric labels below
them were already DemiBold. "Credits" read as less important than the
"Weekly" row it introduced. Mark the popup headings Primary so the size
scale and the weight scale rank the same way.

A depleted credits balance drew a full-width track with zero fill, which
is pixel-identical to a meter that has not loaded yet. The remaining
credits line already states the zero case, so hide the track instead.

Quota markers were 1px and spanned the track edge to edge, so over the
accent fill they read as gaps in the bar rather than thresholds, and they
did not match the inset pace marker beside them. Give both markers one
shared geometry derived from the track height.

The provider identity tile reused the container radius while sitting
inset inside it, which breaks concentric rounding. Add nestedSurfaceRadius,
which is roundedSurfaceRadius minus that inset by construction.

Also replace the last hardcoded meter pixel counts with a gridUnit-derived
compactMeterTrackHeight so list-row meters follow the user font size, and
cover each new rule with a static assertion.
