fix(settings): point General's managed CLI guidance to its own section (#431)

The CLI release status in General told users of the managed copy to install
updates or restore the previous version "in General", the page they were
already reading, right above the Managed CLI section that holds those actions.
General now names that section; Diagnostics keeps pointing to General.
