feat(popup): show information notes as quiet footnotes (#450)

Cost-trust and Spend notes that need no action now use PlainNote: a
small icon, small secondary text, and a faint neutral surface. Warnings
keep a light neutral tint. Errors with recovery actions keep the
standard inline message.
