refactor(costs): extract localized cost text presentation (#459)

Move cost snapshots, period labels, qualified values, counts, totals and legacy dashboard wording to an explicit-format QML owner. Preserve root interfaces, range/privacy ownership and existing fallbacks. Update executed component/catalog fixtures and development ownership documentation; no user-visible behavior or parity change.
