docs(parity): review upstream release 0.60.5 (#281)

Review official CodexBar 0.60.5 against the Plasma widget and record the
first cost JSON schema change since the 0.56.2 baseline: cost payloads now
carry `incompleteRequestCount` at the top level, in `totals`, per daily
entry, and per model breakdown, encoded only when positive.

Isolated, checksum-verified Linux probes with synthetic Claude logs confirm
the counts in emitted output and show that an only-incomplete day omits
`totalCost` and `totalTokens`, which Plasma already keeps unknown instead of
zero. Track consuming the counts as implementable Linux work, keep the cost
availability blocker scoped to unavailable totals, and note that macOS reads
the existing Copilot seat-credit detail row's progress as a switcher
percentage.

Documentation impact: adds the dated 0.60.5 research note with the release
delta, source comparison, and probe table, indexes it in docs/README.md, and
advances the TODO review baseline. No user-visible widget change, so the
changelog is unaffected.
