* feat(cost): offer month-to-date and all-history cost ranges CLI 0.67.0 computes calendar reporting periods with `cost --period month-to-date|all`. Usage & Spend now offers Month to date and All history beside 7, 30, and 90 days. A new `costHistoryPeriod` setting holds the period; choosing a day range in the popup, or a history window in the settings, returns to days. Snapshots carry the CLI's `reportingPeriod` and match the selected range by it, since a month's day count grows through the month. Both periods are titled in the user's language. `--period all` reports the days since year 1, so its chart window runs from the oldest recorded day to the scan day, within 365 days; the CLI's totals still cover all history. Privacy mode and the shared usage image keep the period. An older CLI rejects the option with an `args` error record; the widget then names the release the periods need, and day ranges keep working. Documentation impact: CHANGELOG Unreleased, README feature summary, usage guide and cost-history rules; the completed "Cost reporting periods" TODO entry is removed. Those aggregates now use the recorded span within the existing 2,048-record scan budget; the chart, heatmap, and history rows keep at most 365 days. The whole-range average travels with the snapshot and through privacy mode. The review also noted that sizing the All history window walked every `daily` record. It now reads only the newest scan budget, like the daily normalization. Documentation impact: usage guide and cost-history rules state the aggregate coverage.
