Use pull requests by default, with explicit task-scoped exceptions for direct
pushes. Require agents to follow the exact pushed or merged commit's CI to its
final outcome, fix in-scope failures, and distinguish a ready PR from a merge.

The maintainer authorized this final direct-main update before enabling PR and
GitHub Actions check/smoke requirements on the default-branch ruleset. Preserve
existing deletion, force-push, and Copilot review rules, with no bypass actors
or additional human approval requirement.

Documentation impact:
Update AGENTS, the development delivery procedure, documentation index, and PR
verification instructions. Record the contributor workflow in Unreleased.
No application behavior, metadata version, or issue acceptance criteria change.

Verification:
- make check passed, including 823 QML tests, 3 desktop-style QML tests,
  46 Python tests, lint/static checks, and AppStream metadata validation.
- make package passed; all five translation catalogs compiled.
- git diff --check passed.
- Confirmed required job names check/smoke and GitHub Actions integration 15368
  from completed repository checks; reviewed the existing and proposed ruleset.

Post-push CI and effective rule verification will be reported at handoff.
