fix(spend): preserve selected chart dates across refreshes (#555)

Reconcile global chart selection by date with the existing pure helper and clear it on range or metric changes. Add eight production-view regression cases.

Documentation: update usage and cost-history selection rules, development coverage, and Unreleased changelog. TODO is unaffected; its existing Future AGI/Munito entry explains the unchanged-base local icon-check failure.
