fix(panel): keep an unidentified provider's name and recover its balance

Two review findings on the panel text fit, both about content that becomes
unreachable once the panel surrenders it.

The surrender order puts the provider name first because the icon beside the
label already names the provider. That holds only while the icon is
distinctive. The bundled icon and brand-color tables cover the same 71
providers and fall back together, so a provider outside them draws
view-statistics in the theme highlight, shared with every other such provider,
and its name is the only identification the panel has left. The name segment
now carries an identifying flag, set from those tables, and a marked name
outlives the credit balance instead.

The panel tooltip built only quota and incident lines and never consumed the
panel composition, so a surrendered credit balance was on no surface a pointer
user could reach, contrary to what this change had documented. The tooltip
reports the balance while panel credits are enabled, and the documentation now
states which surface keeps what rather than claiming the tooltip carries the
whole composition.

tests/test_panel_text_recovery.py runs both production functions in Qt's event
loop; it was confirmed red with each fix reverted.
