ci: avoid superseded runs and editorial smoke tests (#179)

Cancel superseded runs for the same PR while preserving each main push and
release run. Classify the full tested change range in a lightweight job, and
omit the Plasma smoke container only for an explicit Markdown allowlist.

Keep check and packaging unconditional. Preserve the required smoke status
with a result gate that accepts either successful graphical coverage or a
verified editorial-only omission. Unknown paths, missing history, empty diffs,
and release tags retain graphical smoke coverage.

Documentation impact:
Update the development CI and delivery procedures and Unreleased. Existing
branch rules retain the check, smoke, and pr-title names. The runtime job
retains the pinned Plasma image, credentials policy, and artifacts.

Verification:
- make check and make package passed.
- Ten focused CI-scope tests passed, including full push ranges, PR merge
  trees, renames/deletions, tag fallback, CLI outputs, and result-state matrix.
- actionlint .github/workflows/ci.yml passed.
- Security regression checks and git diff --check passed.
