fix(ui): show Close tooltip on dismissible notes (#538)

PlainNote's icon-only close button had Accessible.name for screen
readers but no tooltip, so pointer and keyboard users could not
discover its label. Every other icon-only ToolButton in the applet
already exposes PlainToolTip on hover and visual focus.
```
