fix(insights): re-arm the Clear button when a new insight is stored (#364)

The Clear button's enabled binding combines the live cacheStored flag with
the sticky cacheCleared flag, but nothing ever reset the sticky flag, so
pressing Clear and then receiving a new insight left the button disabled
until the settings dialog was reopened. Reset the flag when the cache
becomes non-empty again.
