* fix(updates): compare widget versions without numeric rounding

Compare decimal components directly so persisted update offers retain the correct order above the exact integer range. Add public restoration regressions. Update usage documentation and Unreleased; TODO parity work is unaffected.

* fix(updates): preserve updater ordering for leading-zero ties

Apply GNU sort -V full-text fallback only after numeric components compare equal. Preserve later-component precedence and add restoration regressions. Update usage documentation and Unreleased; TODO parity scope is unaffected.
