fix(usage): clarify percentage-only quota details (#556)

* fix(usage): clarify percentage-only quota details

Show plain percentages and normal panel icons for percentage-only readings. Explain missing resets and retain one provider tooltip note. Preserve quota automation safeguards and estimated or unknown indicators.

Update usage and development guides, all catalogs, regression checks, and the Unreleased changelog. TODO retains the unrelated CLI 0.77.0 metadata gap.

* fix(panel): preserve accessible quota caveats

Use the provider tooltip for the meter accessible description so percentage-only limitations remain available to screen readers. Keep selected text and share incident formatting. Cover the live accessible property in smoke tests and adapt the settings preview.

Document the accessible caveat in usage, development, and Unreleased notes.

* fix(i18n): clarify Spanish quota reset terminology
