refactor(cost): word provider cost history in a CostLabels component (#435)

The cost summary, breakdown, model and day row text lived on the applet
root although only ProviderCostSection reads it. CostLabels now owns those
eight localized functions beside the section, and the presentation test
instantiates it directly instead of extracting function bodies from
main.qml.
