fix: correct usage sharing and quota-week totals (#324)

The share label redactor missed absolute paths attached to punctuation, so model labels could export local paths. Match path starts after separators and lock down the case with a QtTest.

Weekly cost sums dropped daily incomplete-request counts and appeared exact after mixed scans. Carry the bounded count through normalization and privacy projection, then qualify those sums. Show the current window end alongside its start.

Update usage and cost guidance, TODO, changelog, and translation catalogs. Verified with make check, make package, and synthetic share/cost smoke scenarios.
