fix(overview): ignore disabled providers in selection limit (#242)

Count enabled canonical roster IDs when enforcing the Overview selection limit. Preserve absent provider preferences across toggles and settings round trips; rendering still caps the visible roster at three.

Add pure selection regressions and a real settings-page keyboard test. Update usage, development, and Unreleased. TODO, CLI contracts, config keys, translations, packaging, and README summaries remain unchanged.
