Fix Cursor switcher metric and overview selection drops

The Cursor "Included plan" fallback in switcherMetricRow was gated on
!usageBarsShowUsed, so enabling the "show used %" mode skipped the
synthetic providerCost row and displayed the exhausted primary window
instead. displayPercent already selects used/left per the toggle and the
synthetic row provides both, so the gate was an oversight.

toggleOverviewProvider rebuilt cfg_overviewProviderIDs only from the
currently-enabled overviewProviders list, silently dropping configured
IDs for providers that are temporarily disabled. Preserve those prior
selections so toggling one provider no longer erases another.
