fix(panel): preserve cached account forecast countdowns (#238)

Anchor each run-out forecast to the receipt time of its own normalized row. Cached account selection and privacy projection keep that time, so later usage refreshes cannot restart an old forecast.

Add deterministic regression coverage for cached, private, expired, and fresh account forecasts. Update usage/development guides and Unreleased; configuration, CLI contracts, translations, and TODO scope are unchanged.
