fix(notifications): preserve named quota window identity (#547)

Reordering unchanged extra windows with the same label transferred quota and reset baselines between different CLI IDs, producing a false quota warning and a reset for the wrong window. Carry the validated ID through the applet observation adapter and key planner state by that ID, retaining the label/reset fallback for legacy rows.

Regression tests reproduce quota,reset on unchanged reordered windows before the fix and verify silence followed by one correctly scoped real reset after it. Host make check passes with 114 QtTest skips, one KDE-dependent Python test skip, and partial QML import/type checks.

Documentation: update Unreleased and the notification usage guide. TODO.md was reconciled and remains unchanged because no listed parity gap is completed. No configuration, catalog, packaging, metadata, or CLI contract changes are required.
