fix(settings): accept localized digits in number editors (#578)

* fix(settings): accept localized digits in number editors

ASCII-only valueFromText expressions rejected Arabic, Persian and Bengali numerals emitted by the editors themselves. Parse the regional locale first and preserve legacy ASCII suffix parsing and invalid-input fallbacks.

Exercise all six production editors with 18 localized parse and commit cases under Basic and KDE desktop styles. Start from a different value so returning the existing setting cannot mask a parse failure.

Documentation: update usage, development test coverage and Unreleased. TODO is unchanged because this fixes local settings parsing without adding a parity feature or CLI contract.

* fix(settings): preserve fallback after locale parse errors

Catch Number.fromLocaleString exceptions in all six numeric editors before applying the established ASCII/current-value fallback. The prior finite-value guard handled an empty string but did not handle malformed or suffixed text.

Add direct production callback cases for blank, invalid and legacy suffixed text under Basic and KDE desktop styles. All six regression cases failed before the fix and pass afterward. Document the exception-path coverage; the existing Unreleased entry and usage guide already describe the final behavior. TODO and CLI contracts are unchanged.
