fix: harden cost number formatting and auto-detect missing Plasma modules in qmllint

- Guard groupedDecimalString against nullish or incomplete numberFormat objects to prevent TypeErrors when formatting amounts.
- Add test coverage for nullish, undefined, and empty format objects in tst_cost_presentation.qml.
- Automatically downgrade import and unresolved-type categories to info in scripts/test_qml_hardening.sh when Plasma QML modules are absent from QML_IMPORT_DIR, ensuring make check succeeds out-of-the-box on Debian/Ubuntu/containers without desktop dev packages while preserving strict checks when present.
- Add unit test coverage in test_qml_hardening.sh for resolve_qmllint_flags.
