* fix(startup): preserve CLI guidance and update check intervals

Document managed CLI onboarding across popup tabs and the existing background cost scans. Update all shipped catalogs and cover startup scheduling and missing-executable navigation with isolated regression fixtures. Existing quota/status defaults and CLI contracts are unchanged; TODO retains the separate Langdock fallback work.

* fix(smoke): preserve sessions view identity

Keep the existing sessionsView object name used by translation and privacy smoke fixtures. Make the missing-CLI scenario use that identity and verify visible parent guidance plus the localized Managed CLI route.

* chore(i18n): refresh smoke assertion source references
