fix(settings): use active voice in two settings notes (#560)

* fix(settings): use active voice in two settings notes

Name the actor in the Providers note ("CodexBar saves provider changes
immediately") and turn the CLI release note into an instruction for
external installations. Update the five catalogs in place, the surface
assertion, and two small README/usage wording fixes.

* fix(i18n): use the formal German imperative for the CLI update note

The German catalog phrases instructions with "Sie" (for example
"Wählen Sie eine lokale PNG-Datei."). Match that register instead of the
infinitive form, which reads like an action label.
