fix(popup): keep oversized tabs aligned on repeated reveal (#275)

Pin tabs that cannot fit with their margins to their start. Cover repeated reveals, both scroll directions, fractional positions, and exact fits. Update usage guidance and Unreleased; CLI contracts, settings, and parity TODO remain unchanged.
