fix(ai-insights): label full-form IPv6 loopback endpoints as local (#363)

The settings page only recognized [::1] literally, so equivalent
spellings such as [0:0:0:0:0:0:0:1] showed the remote-address warning
even though the helper accepts them as loopback via ipaddress.
```
