isLocalEndpoint anchored the URL end after the optional port, so a
loopback address with a path (http://localhost:11434/v1) showed the
remote-address privacy warning. Only the host decides locality.

Docs: no guide changes; the usage and AI Insights references describe
remote labeling, which is unchanged. TODO is unaffected.
