Three small visual inconsistencies left over from the popup's own conventions.

- Tooltips: eight call sites asked for Kirigami.Units.toolTipDelay while seven
  relied on Controls.ToolTip's own default, which is no delay at all, so tabs,
  the panel status dot, account rows and copy buttons flashed a tooltip the
  instant the pointer crossed them. PlainToolTip now carries the Plasma hover
  delay, and the two tooltips that are feedback rather than labels opt out
  explicitly: the heatmap cell readout follows the pointer across the grid, and
  the copied confirmation only lives for 1200 ms, so it cannot spend 700 of them
  waiting.
- Panel capsule fill: every meter in the popup grows into a new reading over
  longDuration/OutCubic, including the two-pixel bar under a provider tab. The
  panel capsule jumped. It now animates too, and opts out where animations are
  disabled so the settings preview keeps rendering a static frame.
- Section headings: the popup's top-level headings elide, but four section
  headings and four section labels filled the width without eliding. Two of them
  render a CLI-supplied cost title, which has no length bound, so a long title
  or translation widened the row instead of truncating inside a popup that
  cannot grow to meet it.

Regression checks in scripts/test_ui_regressions.sh pin each behaviour. The
truncation check scans every popup/panel component instead of listing the eight
labels, so a new full-width label has to elide or wrap. A panel meter assertion
in tests/tst_visual_layout.qml now waits for the settled fill width.

Documentation impact: none. Motion, hover timing, and truncation consistency
with no new setting, behaviour, string, or CLI contract. CHANGELOG.md updated
under Unreleased -> Fixed.
