Cost formatting keeps the sign of huge magnitudes, skips malformed
breakdown/model/chart rows, and guards canvas bars against non-finite
dimensions. Update scheduling falls back to the minimum delay on
unusable clocks; CLI JSON staging keeps scalar 0/false; theme helpers
stay finite on bad channels. Provider fallback trims names before
dedupe/match. Charts tolerate missing points, tooltips track hover
areas, tab overflow ignores zero-width init, quota spins stay ordered,
and a11y/tooling gaps are closed.
