fix(layout): prevent recursive provider and project sizing

Avoid recursive Qt layout sizing in provider detail rows, chart headings, and project cost columns while preserving value bounds, alignment, and wrapping.

Add nested-layout resize regressions and reject recursive layout warnings in graphical smoke tests. Clarify the documented plain-Item sizing boundary and retain the Panel opening fix from main.

Validation: make check in the pinned Plasma CI image passed with 881 main QtTests, 13 native-control tests, and 62 Python tests. Four targeted OpenGL captures passed and were visually reviewed.
