fix(cli): validate managed copies before offline reuse (#569)

A valid receipt did not establish that an existing managed CLI could execute. Probe its version with the same bounded isolated environment used for fresh downloads; return an actionable unusable status without selection or quota refresh when it fails.

Documentation: update troubleshooting, managed CLI behavior, regression and smoke references, five translations, and Unreleased. Provider onboarding and official CLI blockers in TODO remain unchanged.
