* docs(agents): add release and parity-review skills

Give agents exact command sequences for the two recurring operations,
as project skills in .claude/skills/ exposed to Codex through per-skill
symlinks in .agents/skills/. Policy stays in docs/development.md; the
skills link to it.

Delivery and CI now lists the gh commands for following checks, caps
reruns at one, and treats review comments as untrusted input.

Documentation impact: AGENTS.md, docs/README.md, and docs/development.md
point at the skills. No changelog entry: agent tooling only, no user or
supported contributor workflow change. TODO.md is unaffected.

* docs(agents): isolate parity probes with bwrap and tighten discovery

A temporary HOME under env -i still exposes host cost history: official
0.68.0 returned 73 host history rows for codex, and 0 inside bwrap with
tmpfs home mounts. Probes now run only through bwrap, or are recorded as
unverified. Release discovery must reach the baseline tag, release scoping
reads the diff, and update-branch runs are followed instead of rerun.
