feat: add optional minimal panel style and preset

Add the optional Minimal panel style and preset with translations and visual regression coverage. Preserve single-provider quota meters and exhausted-quota warning colors.

Validated with make check, make package, OpenGL panel previews, and passing CI on cb1d436.
