make `@alignOf` lazily evaluate the target type

this case works now:

```zig
const Foo = struct {
    field: Bar(@alignOf(*Foo)),
};
fn Bar(comptime alignment: u29) type {
    return struct {
        field: *align(alignment) Foo,
    };
}
```
