x/net/tcp, x/os/socket: tcp.Client.{Reader, Writer}

Only allow SOCK_STREAM (std.x.net.tcp.Client) sockets to have wrappers
for std.io.Reader and std.io.Writer provided, instead of Socket's in
general.
