Implemented getMaxRss for Windows

In Windows, the equivalent to maxrss is PeakWorkingSetSize which is
found in PROCESS_MEMORY_COUNTERS in bytes.

Currently, this is done by calling `GetProcessMemoryInfo` in kernel32.
