- add support for passing through .def files to the linker,
  required for building libLTO.dll in LLVM
- fixup libcpp linking conditionals
- add option to skip linking zstd for use in bootstrapping (when
  building against an LLVM with LLVM_ENABLE_ZSTD=OFF)
