remove ability to mark if and switch as inline

if and switch are implicitly inline if the condition/target
expression is known at compile time.

instead of:

```
inline if (condition) ...
inline switch (target) ...
```

one can use:

```
if (comptime condition) ...
switch (comptime target) ...
```

````
