Sema: enhance comptime `is_non_err` resolution

This makes `is_non_err` and `unwrap_errunion_err[_ptr]` friendlier towards
being emitted into comptime blocks. Also, `analyzeIsNonErr` now actually
attempts to do something at comptime.
