std.testing: delete refAllDeclsRecursive

suggested alternatives:
- actual tests
- explicitly list the decls
- compile an example application that uses the API
- stop worrying about dead code
- refAllDecls (non recursive) in each file

Don't fight the laziness, embrace it.
