Windows on 32-bit Arm only operates in Thumb-2 mode: https://devblogs.microsoft.com/oldnewthing/20210601-00/?p=105267

Trying to compile for arm-windows-gnu fails in all sorts of ways as neither
LLVM nor MinGW-w64 expect it.
